Beer, dog meat, or superstitions often emerge when the reality is too harsh, or people lack something reasonable to rely on.
If the law is transparent and the government is strong, superstition can't take hold in all aspects of society.
Culture is not the sole reason why nations fail; rather, it's the political structure. Does the government establish a support environment to encourage citizens to grow, and protect them from fraud or unfair circumstances?
As an individual grows, so does the nation.
